Pallam Raju lays foundation stone of first NIT in Arunachal

Tuki pleads for Rs 281.17 cr one time grant

ITANAGAR, Feb 10: Union HRD Minister M M Pallam Raju today laid the foundation stone of the first National Institute of Technology (NIT) in Arunachal Pradesh at its permanent site in picturesque Jote village, near here.

"The creation of NIT has ensured some seats for admission in undergraduate courses for students of Arunachal Pradesh which is bound to uplift economics of locality directly or indirectly and help in enhancing human development index in the state," Raju said after laying the stone.

The institute, which is being run in a temporary campus at Yupia since its establishment in July 2010, is offering undergraduate courses in Computer Science, Electronics & Electrical and Electronics & Computers Engineering.

The Union Minister said, the NITs, which were earlier known as the RECs, have been making excellent contribution in producing trained human resources in the field of engineering.

"In the recent years, we have been working towards restructuring these institutions to play even greater role in the national development and to become world class institutions not only in engineering manpower development but also in the development of new technologies through research and innovation," he said.

Chief Minister Nabam Tuki while welcoming the Union Minister said, establishment of the National Institute of Technology in Arunachal Pradesh has been a dream come true for our people and the best beginning an institute of repute can get that promises of a bright future ahead.

“Arunachal Pradesh is one of the states lagging behind in the field of Education and ranking 32nd position in literacy rate. The low ranking is mainly due to physical, social, cultural and economic problems of the state. However, it is striving to attain the level of developed State in various sectors. As availability of man power, technical inputs and resources are limited, the growth and expansion in education sector has been facing problems, by which the output is also not up to expectation.”

Tuki urged the Centre for a one time grant of Rs 281.17 crore to create infrastructure development in all the higher education institutions of the state. Tuki in his memorandum to the Union minister said that due to resource crunch, the state government was not in a position to provide the required fund for creation of basic infrastructure for 12 government degree colleges and three university level institutions

"Meager funds provided are meant for construction of temporary buildings. Buildings are, therefore, either out-lived or not suitable for running a Degree college. In some of the colleges the existing capacity is for 1500 or 2000 students but due to heavy rush of admission the enrollment of students has crossed 4000 marks and thus become unmanageable with limited accommodation," he said.

Also under the present scheme of setting up of model colleges, the costs of establishment are shared by the central and state governments in the ratio of 50:50.

However, considering the resource crunch in most of the North-eastern states, it is requested that full support may be provided to the scheme from the Centre or at best, the state share may be limited to 10 per cent only, Tuki urged in the memorandum.

About 50 per cent of schools under Sarva Shiksha Abhiyan are located in remote and far-flung areas. Lack of residential accommodation in the rural schools has resulted in absenteeism of teachers from their posting places, Tuki pointed out.

Tuki in the memorandum also requested the HRD ministry to consider opening at least one medical college and few more degree engineering colleges in the state keeping in view reports of social discrimination to students of the region creating administrative problems for the state.

Till such time that we have a medical college and a couple of more degree engineering colleges, the seats allocated to Arunachal Pradesh in medical and engineering colleges outside the state by the Centre may be increased, the memorandum said.

The Centre allots Arunachal 24 seats in medical colleges outside the state besides 150 Engineering seats every year, which is too meagre. Therefore, medical seats may be increased to at least 50 and engineering seats to 300 for Arunachal Pradesh, the chief minister said.

The other demands of the memorandum include, increase of quota from 7.5 per cent to 50 per cent for local candidates in NITs, suitably amend the Rajiv Gandhi University Act to enabling opening of more campuses of the central varsity in other areas and grant of 100 crore for establishment of Arunachal Pradesh University at Pasighat in East Siang district.

Earlier, Parliamentary Secretary Planning and Development Nabam Rebia in his brief speech urged the Government of AP to give its full support in establishing the Institute and requested to give job opportunities of at least C & D grade to the local dwellers in the Jote area.

The MP Takam Sanjoy also took the opportunity to thank the UPA government for its support from the beginning of education system in the state while giving the background of the education in the state. He said, NIT was a truthful gift from the Union which will help in flourishing the education system in the IT sector in the state. The MP also added that all the works and land of the NIT is allotted to the centre any trespassing on the land would be punished/ take strict action against anyone by the law.

Education Minister, Bosiram Siram while thanking and welcoming such noble cause said this will increase the education system in the state and urged the NIT family to give world class education quality to the students.

The programme was attended by Chowna Mein Minister Finance, Planning & PWD, Dr. Gagan Pratab Chairman Board of Governors NIT Arunachal Pradesh, Director NIT Prof. CT Bhunia, Students, Goan Burah and locals of Jote. (with inputs from PTI and DIPRO)

ITANAGAR, Feb 10: The DNGC Students’ Union (DNGCSU) has called off its proposed 12-hour capital bandh on February 11 following a discussion between Capital Complex deputy commissioner Sanjay Goel, City SP Surender Kumar and members of the DNGCSU at the DC’s office here today.

Later, in a joint press conference, DNGSSU general secretary Gora Rikam said the decision was taken in view of the forthcoming CBSE prep examination and Losar festival.

The union said, however, that it would stage dharnas outside the SP’s office and the CM’s bungalow if those involved in the recent attack on Rikam are not arrested within a given timeframe.

School principal kidnapped, released in Lohit

Taba Ajum

ITANAGAR, Feb 10: Lohit district is fast turning into kidnapping hub of Arunachal. In a latest incident of its kind, Mana Linggi, principal of government higher secondary school Mahadevpur was kidnapped on 8th August.

According to the Lohit police source, Mana was kidnapped from her official quarter located inside school campus by two un-identified gunman.

“Two persons carrying small firearms entered into her quarter at around 8.30 PM and kidnapped her. She was released next evening around 9 PM. Police found her nearby river at Sumoni village under Kakopathar circle of Tinsukia district,” informed police source. Police, however, refused to disclose whether any ransom was paid for her release.

On the other hand, Idu Mishmi Cultural and Literary Society along with Idu Mishmi Students Union claimed that school principal was released after payment of heavy ransom money. Both the organization strongly condemned the whole incident. “The miscreants from Assam got away with the booty happily and incident will encourage more goons to act like this. But who will reimburse the ransom amount paid by an innocent victim. It is extremely sad to know that somebody’s hard earned money goes in to the hands of uncivilized miscreants and it is more disheartening to think that administration can do nothing despite all this daredevil kidnapping. Kidnapping has become common phenomenon in Lohit district. The administration of Lohit district and neighboring state Assam must be held responsible for their failure to prevent such dirty act. It is shameful for the District Administration as well as Govt of Arunachal Pradesh for not being able to provide security to their citizen,” stated Tone Mickrow, General Secretary, Idu Mishmi Cultural & Literary Society.

Further he added, “Any society, which has no respect for teacher or learned people, can seldom grow. We appeal to District Administration of Lohit District to arrest the culprits as soon as possible and deliver an exemplary punishment, so that such kind of heinous act is not committed again. We also appeal to the people of Assam, not to shelter such people. It is duty of every individual and every civilized society to safe guard the education system. Education is basic foundation of human civilization and kidnapping of a teacher is crime against human civilization. We all must come together to condemn such inhumane act.”

Kidnapping has become a big headache for Lohit district administration. In the last one year series of kidnapping incidents had shocked people of the district and many live in constant fear.

Chowkham and Namsai circle has witnessed maximum number of kidnapping incident. The latest kidnapping of a lady school principal is matter of series concern for the people of district.

APPDSU flays Govt

ITANAGAR, Feb 10: All Papum Pare District Students Union (APPDSU) has condemned the Arunachal Pradesh Government for making the judiciary system a mockery in the state.

Citing the example of granting interim bail to Labour Commissioner Ojing Darung on the next day of his arrest, APPDSU in a release said that the people in power and position in the society often tries to influence the court in their favour in absence of independent judiciary system in the state which delays the justice to be delivered in time.

“Arunachal Pradesh even after the attainment of Statehood is yet to see independent judiciary,” it rued.

“As a top responsible government servant, Darung has misused his official power by encroaching govt. quarter allotted him and erecting standing structures in its place”, the release said and demanded for immediate re-arrest of the Labour Commissioner.

Though the union has been demanding the district administration as well as the state govt. to immediately deal with the illegal encroachment issues prevailing in the state from time to time the so called ‘responsible people’s government’ has always shown its unwillingness to act anything against the encroachers. Rather, it had blessed the encroachers (most of whom are govt. govt. servants) by passing Cabinet decision to regularize the encroached govt. land last year, the release said.

Meanwhile, APPDSU opposed any kind of dharna or protest in the capital, whose sole intention will be to protect a person who has committed a crime.

210 days have passed. The culprits involved in the July 15 attack on The Arunachal Times associate editor Tongam Rina are still at large.

Sustainable behaviour and environment problem

A new study by the Washington-based National Geographic Society found that Indians had the most sustainable behaviour, followed by Chinese and Brazilians. Americans ranked the worst, with Canadians coming second to last. The French ranked last in Europe.

Despite coming out on top, 45 per cent of Indians -- more than any other nationality surveyed -- said they felt guilty about their impact on the environment. They were followed by Mexicans and Chinese, with 42 per cent of consumers in each country expressing guilt. Consumers in these large emerging economies are the most likely to report that environmental problems are having a negative impact on their health today, the study said.

Americans were among the least sensitive about their impact, with 21 per cent saying they felt guilty. Even fewer Australians and Germans felt guilty, with the Japanese placing last with 14 per cent voicing guilt over their behavior.

The survey ranked nations based on consumption patterns in food, transportation and housing.

Indians also had the least impact in housing, followed by Brazilians who were by far the most likely to say they bought electricity from green sources. Biofuels are a major industry in Brazil.

Chinese consumers had the least environmental impact per capita from transportation, according to the study. Americans and Canadians ranked as having the most impact in both housing and transportation.

The 17-nation study by the Washington-based National Geographic Society found a "major disconnect" as consumers in rich nations had the least sustainable lifestyles but also felt the least guilty about their impact.

It’s time to set your mind above tribal affiliation

Dear Editor,

If it is non-bailable then how come it came bailable over night? I am referring to the drama-the high profile 'catch and lose' natak regarding the case of the labour commissioner Ojing Darung.  This incident shows to the world the real colour of Arunachal. There is no law. Absolutely none when it comes to rich, powerful and influential people. A good lesson passed down to generations?

And to all those tribal organizations - it is high time to set your mind above the tribal affiliation. A criminal should be identified by his face, and not by his TRIBE.

Please Act Women Commission

Dear Editor,

Through the columns of your esteem daily, I would like to appeal the Arunachal Pradesh State Women Commission and Assam State Women Commission to be responsive when victims file complaint for help and intervention. The women commissions are requested to go to the victim’s home, meet and support should be given as many of the victims cannot go to the commission’s office due to various reasons. The women commission cannot provide justice from the commission office at Itanagar by giving assurances only.

Although the commission may not take up my daughter’s case, I would request the commission to take up such cases seriously in future. The police had summoned the victim only for the FIR lodged on Jan 11, 2011 and the investigation is still pending, while the culprit is yet to be arrested.

Therefore, once again I would like to request the women commission to be pro-active in their work and provide justice to the victims as justice delayed is justice denied.

Yours,

Kangge Pertin
