Pallam Raju lays foundation stone of first NIT in Arunachal
Tuki pleads for Rs 281.17 cr one time grant
ITANAGAR, Feb 10: Union HRD Minister M M Pallam Raju today laid the foundation stone of the first National Institute of Technology (NIT) in Arunachal Pradesh at its permanent site in picturesque Jote village, near here.
"The creation of NIT has ensured some seats for admission in undergraduate courses for students of Arunachal Pradesh which is bound to uplift economics of locality directly or indirectly and help in enhancing human development index in the state," Raju said after laying the stone.
The institute, which is being run in a temporary campus at Yupia since its establishment in July 2010, is offering undergraduate courses in Computer Science, Electronics & Electrical and Electronics & Computers Engineering.
The Union Minister said, the NITs, which were earlier known as the RECs, have been making excellent contribution in producing trained human resources in the field of engineering.
"In the recent years, we have been working towards restructuring these institutions to play even greater role in the national development and to become world class institutions not only in engineering manpower development but also in the development of new technologies through research and innovation," he said.
Chief Minister Nabam Tuki while welcoming the Union Minister said, establishment of the National Institute of Technology in Arunachal Pradesh has been a dream come true for our people and the best beginning an institute of repute can get that promises of a bright future ahead.
“Arunachal Pradesh is one of the states lagging behind in the field of Education and ranking 32nd position in literacy rate. The low ranking is mainly due to physical, social, cultural and economic problems of the state. However, it is striving to attain the level of developed State in various sectors. As availability of man power, technical inputs and resources are limited, the growth and expansion in education sector has been facing problems, by which the output is also not up to expectation.”
Tuki urged the Centre for a one time grant of Rs 281.17 crore to create infrastructure development in all the higher education institutions of the state. Tuki in the memorandum also requested the HRD ministry to consider opening at least one medical college and few more degree engineering colleges in the state keeping in view reports of social discrimination to students of the region creating administrative problems for the state.
Till such time that we have a medical college and a couple of more degree engineering colleges, the seats allocated to Arunachal Pradesh in medical and engineering colleges outside the state by the Centre may be increased, the memorandum said.
The Centre allots Arunachal 24 seats in medical colleges outside the state besides 150 Engineering seats every year, which is too meagre. Therefore, medical seats may be increased to at least 50 and engineering seats to 300 for Arunachal Pradesh, the chief minister said.
The other demands of the memorandum include, increase of quota from 7.5 per cent to 50 per cent for local candidates in NITs, suitably amend the Rajiv Gandhi University Act to enabling opening of more campuses of the central varsity in other areas and grant of 100 crore for establishment of Arunachal Pradesh University at Pasighat in East Siang district.
Earlier, Parliamentary Secretary Planning and Development Nabam Rebia in his brief speech urged the Government of AP to give its full support in establishing the Institute and requested to give job opportunities of at least C & D grade to the local dwellers in the Jote area.
The MP Takam Sanjoy also took the opportunity to thank the UPA government for its support from the beginning of education system in the state while giving the background of the education in the state. He said, NIT was a truthful gift from the Union which will help in flourishing the education system in the IT sector in the state. The MP also added that all the works and land of the NIT is allotted to the centre any trespassing on the land would be punished/ take strict action against anyone by the law.

“Two persons carrying small firearms entered into her quarter at around 8.30 PM and kidnapped her. She was released next evening around 9 PM. Police found her nearby river at Sumoni village under Kakopathar circle of Tinsukia district,” informed police source. Police, however, refused to disclose whether any ransom was paid for her release.
On the other hand, Idu Mishmi Cultural and Literary Society along with Idu Mishmi Students Union claimed that school principal was released after payment of heavy ransom money. Both the organization strongly condemned the whole incident. “The miscreants from Assam got away with the booty happily and incident will encourage more goons to act like this. But who will reimburse the ransom amount paid by an innocent victim. It is extremely sad to know that somebody’s hard earned money goes in to the hands of uncivilized miscreants and it is more disheartening to think that administration can do nothing despite all this daredevil kidnapping. Kidnapping has become common phenomenon in Lohit district. The administration of Lohit district and neighboring state Assam must be held responsible for their failure to prevent such dirty act. Kidnapping has become a big headache for Lohit district administration. In the last one year series of kidnapping incidents had shocked people of the district and many live in constant fear.
Chowkham and Namsai circle has witnessed maximum number of kidnapping incident. The latest kidnapping of a lady school principal is matter of series concern for the people of district.

ITANAGAR, Feb 10: Claiming to have found various misleading, defamatory and malicious news items in the local dailies against him, Labour Commissioner Ojing Darung today clarified various allegations leveled against him by All Arunachal Pradesh Workers' Union.
Darung said the report that he was arrested at the direction of the Gauhati High Court was not based on facts and truth.
Section 3 of PDPP Act 1984 is a bailable offence, said Darung while producing a copy of the Gauhati High Court judgment issued on April 20th, 2012 against his anticipatory bail application under section 438 CrPC. However, he resented that “All Arunachal Pradesh Workers Union registered protest against his bail without rhyme and reasons.”

Taloh visits Naharlagun industrial estate
ITANAGAR, Feb 10: Industries, Textile and Handicrafts Minister Tapang Taloh today visited the proposed site for construction of the new office building for District Industrial Centre (DIC), Capital Complex at Industrial Estate Naharlagun. He was accompanied by the Industries Director Repo Ronya, Industries joint directors Subu Tabin and S K Dutta.
During his visit the minister took stock of the condition of the industry sheds. Since, it is one of the industrial estates in the state and has been accommodating good number of entrepreneurs to run their industrial units, Taloh expressed his strong desire to upkeep these sheds for the benefit of the upcoming entrepreneurs. He further assured to take up special renovation works for the industrial shed at the earliest.
Expressing strong discontentment over the rampant encroachment within the industrial estate, the Minister advised the departmental officers to protect the Govt properties.
IGNOU RD desires to work for qualitative change in education sector
ITANAGAR, Feb 10: Regional Director, IGNOU, Arunachal Pradesh Dr. Joseph Daniel has expressed his desire to work in close collaboration with All Arunachal Private Schools’ Association (AAPSA) to bring about qualitative changes in the educational ambiance of the state which has over 12000 untrained teachers who need professional training completed within 2015.
“We have an uphill task in training these teachers, who though untrained, do a commendable job and bring the light of education to the remote corners of our State,” the IGNOU Regional Director said while addressing at the 8th General Conference of AAPSA at Naharlagun yesterday.
“We need to appreciate their services and empower them through professional training which must be mandatory,” he said adding that the State has a long way to go with so many teachers requiring professional fitness.
The RD also called upon the principals and the teaching fraternity to take it to heart to make themselves professionally adept to be able, effective and productive. He also expressed his desire to work in close collaboration with AAPSA especially to enhance the professional competencies of teachers.

ITANAGAR, Feb 10: A field day programme was held at the KVK farm Karsingsa on February 8 to create mass awareness and expose the farmers on improved agricultural technologies being undertaken by KVK, Papum Pare at its instructional farms.
Programme Assistant of Papum Pare KVK Tayon Darang narrated the concept of celebrating field day while Tadang Meena, Subject matter specialist (Agronomy) highlighted on improved cultivation practices of potato to the farmers.
She also led the farmers in the field visit and shown to the farmers the standing crops of Kufri Kanchan under On Farm Testing programme of the Kendra, a red colour tuber variety brought from the central potato research station, Shillong. She informed that the Kendra has successfully conducted front line demonstration programme on improved variety of potato being procured form CPRS, Shillong viz; Kufri Jyoti, Kufri Giriraj and Kufri Giridhri for the last two years to the farmers of the district.
Hemanta Ngangbam, SMS (Horticulture) taught the farmers on importance of offseason vegetables cultivation under Poly house for popularizing Protected Cultivation and led the farmers to visit the OFT plot of pea crop variety Arkel, made comparison study on traditional method of planting and high density planting method of pineapple. Farmers were also exposed to the poly house and net house of KVK farm, where in they were made acquainted with the improved cultivation technique of nursery raising and hybrid tomato cultivation under poly house.

ITANAGAR, Feb 10: The once famous football tournament – Eagle Trophy – is being revived as a platform to give a new thrust to soccer in Arunachal Pradesh.
The IVth round of Eagle Trophy knockout tournament involving the registered clubs is scheduled to begin at Rajiv Gandhi stadium, Naharlagun from March one next, Arunachal Pradesh Football Association (APFA) president Takam Sanjoy told this daily.
The state government led by Chief Minister Nabam Tuki has taken steps to organize sports and games competitions right from village to state level and adopted a sports policy offering incentives for recognized players including job reservation.
Encouragement to games and sports in the state is appreciable, Union Human Resources Development Minister MM Pallam Raju commented after laying the foundation stone of state’s first National Institute of Technology at Jote today.
Sanjoy, an ace footballer and member of Lok Sabha, disclosed that the APFA has taken tangible steps to bring discipline among the players and clubs so that state players could carve a niche for themselves at national and international arena.
Taking strong exception to the undisciplined behaviour of players and teams during the last Tadar Tang Memorial Tournament at Pasighat, Sanjoy informed that the APFA plans to introduce competitive soccer so that the state could take part in regional, zonal and national events.
The winners of the tournament will enter second division national league matches and get opportunity to qualify for higher leagues. Moreover, players will be selected during the tournament for undergoing training with incentives for improving their skill and confidence to represent the state at various soccer events, he disclosed.
Despite football being a very popular game and played across the length and breadth of the state, the element of discipline is essential. Therefore, a committee headed by sports & youth affairs joint director Tadar Apa as chairman has been set up, especially for Tadar Tang Memorial State Level Football Tournament to ensure disciplinary proceedings against players and clubs playing foul matches, he pointed out.
The APFA will conduct the tournament under the chairmanship of Kipa Takam, a former footballer, Sanjoy added.

Complaint lodged against ‘indecent comments’

TEZU, Feb 10: Villagers from Lohitpur have expressed outrage over passing indecent comments by an army officer during the Namsyang puja here on Friday.
Reportedly, the incident took place around 5 pm when traffic in the Lohitpur-
The officer hurled abuses to people observing puja citing unrestricted free movement of army as paramount interest to the nation.
Following the incident, group of agitated villagers lodged verbal complaint with the Deputy Commandant, 82 Mountain Brigade Colonel V Sisodia.
The Namsyang rituals are observed by the local Mishmis for the welfare of the mankind. It is held once in every three years.
During the festival, gena, a customary movement restriction is observed by the people as mark of respect to the almighty. The local belief goes that all passages like roads to the village should be made free of negative forces.
Villagers are agitated that the army officer has hurt local sentiments without any basis because by evening the gena restriction was already lifted.
In the puja hours, traffic in the highway is slowed down while gena is being observed. Revering the local belief, even the army stationed at the Lohitpur brigade observes few hours of gena, said one villager.

Chinese consumers had the least environmental impact per capita from transportation, according to the study. Americans and Canadians ranked as having the most impact in both housing and transportation.

Dear Editor,
Through the columns of your esteem daily, I would like to appeal the Arunachal Pradesh State Women Commission and Assam State Women Commission to be responsive when victims file complaint for help and intervention. The women commissions are requested to go to the victim’s home, meet and support should be given as many of the victims cannot go to the commission’s office due to various reasons. The women commission cannot provide justice from the commission office at Itanagar by giving assurances only.
Although the commission may not take up my daughter’s case, I would request the commission to take up such cases seriously in future. The police had summoned the victim only for the FIR lodged on Jan 11, 2011 and the investigation is still pending, while the culprit is yet to be arrested.
